Norway Tightens Road Traffic Regulations. Controversial Changes Ahead

Norway is preparing new, more intrusive changes to road traffic regulations. Some of them may face significant opposition. However, authorities emphasize the need to reduce the number of casualties.

The Norwegian Road Administration is announcing new safety measures. As pointed out by Ingrid Dahl Hovland, director of the Norwegian Public Roads Administration, current measures have reached the limit of their effectiveness. In recent years, progress has clearly slowed down. Without new actions, it will not be possible to achieve the so-called Vision Zero—the goal of zero fatalities and serious injuries adopted by parliament. Around 200 specific actions are planned.

Limits of Previous Measures

In 1970, 560 people died on Norwegian roads. Nearly 100 of the victims were children. With today’s traffic volume, this would mean about 2,000 deaths per year. In reality, 107 people died last year. This is the result of many years of systematic work on road safety.

However, progress has clearly stalled. Authorities point to a turning point. The question arises: how much is society willing to accept to reduce the number of casualties? Without new actions, the trend will not improve further. Motorcyclists, young drivers in regions outside cities, and vulnerable road users in urban areas are particularly at risk.

New Proposals and Possible Opposition

The planned measures may prove controversial. Authorities announce that some of them will certainly spark public debate. Lowering speed limits on selected sections is being considered. Changes to speed camera operations are also being analyzed, so they would include motorcycles. Raising the minimum age for riding light motorcycles is also under consideration.

New challenges are also being identified. These concern vehicles not currently covered by the control system, such as electric scooters. Authorities recall previous social reactions. The seatbelt requirement was criticized. Automatic speed controls faced acts of vandalism against the devices. Today, both solutions are widely accepted and considered effective.
Further actions will also include improving driver training and strengthening the protection of pedestrians and cyclists. These are areas where the risk remains high. With the development of new forms of transport and changes in the structure of road traffic, the scope of proposed regulations may expand to include additional groups of road users.
