Norwegian telecommunications authorities are demanding that the telemarketing industry stop using eight-digit mobile numbers for sales contacts. The Norwegian Communications Authority (Nkom) has sent clarifications to operators, emphasizing the need for immediate regulation of these practices.
Nkom reports that many telemarketers have long been using standard mobile numbers for sales and marketing calls. The authority stresses that this practice violates current numbering regulations.

As a result, an official clarification has been sent to entities responsible for assigning phone numbers. The regulator notes that the current practice requires urgent correction. According to Nkom, the scale of the issue covers a significant portion of companies operating call centers.

Concerns About Declining Trust in Norwegian Numbers

Section head Inger Vollstad points out that the increasing use of regular mobile numbers in telemarketing campaigns undermines trust in Norwegian numbering. As she emphasizes, recipients are increasingly skeptical because they cannot distinguish between commercial and private calls.

Vollstad also highlights the limited number of Norwegian mobile numbers, which must be managed wisely. Nkom notes that some call centers regularly change numbers to bypass filters and blocks. The regulator wants to end this practice and organize the use of numbering.

New Rules: Only Five-Digit, Special, or Landline Numbers

According to Nkom guidelines, companies involved in sales, marketing, or opinion polling must now use five-digit numbers, special 815 numbers, or landline numbers. This is to ensure a clear distinction for commercial calls.

The regulator emphasizes that current regulations do not allow the use of regular mobile numbers for such contacts. Nkom urges the industry to quickly organize internal procedures. In the authority’s view, implementing clear rules will increase call transparency and limit abuse.

Monitoring Implementation and Possible Further Action by Nkom

Nkom announces further monitoring and cooperation with the industry to assess the effectiveness of the new guidelines. The regulator hopes that clear rules will help recipients better identify the nature of calls and reduce the number of unwanted contacts.

According to the Authority, responsible management of Norwegian numbering is key to maintaining the quality of telecommunications services. If the industry does not comply with the recommendations, Nkom foresees the possibility of taking further steps.
