Thanks to a new law passed by the Storting, up to half of the apartments in new housing cooperatives can now be sold as partial ownership or rent-to-own. Previously, the limit was 20 percent, which significantly restricted access to this form of purchase.
The new head of the housing cooperative (OBOS), Marianne Gjertsen Ebbesen, openly supports the change. In her opinion, the new regulations can help those who do not have enough capital to buy an entire apartment outright.
She points out that with deleie (buying half of the apartment and paying rent for the other half), the buyer only needs half the price to enter the market. Greater availability of such models will contribute to increased sales. This, in turn, may accelerate the implementation of further housing projects.

At the Ulvenplassen estate in Oslo, where TV 2 met with Ebbesen and Minister of Local Government Bjørnar Skjæran, the regulatory change is already having a visible impact. The project includes 270 apartments, many of which have been sold under the partial ownership model.

Possibility of Gradual Buyout for Buyers
Skjæran points out that the new form of purchase allows buyers to gradually increase their share in the apartment. At the Ulvenplassen estate, some buyers are choosing this option even before construction is completed. The first units will be ready for occupancy just after the New Year.

The regulatory change may make similar investments more popular across the country. Raising the limit to 50 percent may encourage more developers to introduce flexible purchase models.
