The Norwegian government is calling on municipalities to prepare for the possibility of war. This includes evacuation plans, efficient shelters, and regular crisis drills. Authorities emphasize that local governments must be ready even for the most extreme scenarios.
Norwegian authorities expect municipalities to be better prepared for crises and potential armed conflict. In a letter sent to local governments at the beginning of the year, specific tasks were outlined. Local administrations are to prepare action plans in case of power outages, Internet failures, or mobile network disruptions. The government also highlights the importance of critical infrastructure and the protection of residents.

New expectations for municipalities

The letter to local authorities begins by stating the need to prepare for serious crises, and in extreme cases, for war. According to security officials, the international situation is becoming increasingly tense. Minister of Justice and Emergency Preparedness Astri Aas-Hansen points out that municipalities must be ready for various scenarios. This includes, among others, communication system failures and power outages.

According to the government, some municipalities are unsure of their responsibilities. Central authorities therefore emphasize the need for clear action plans. Municipalities are to determine which employees will be called to duty in the event of a crisis. They must also regularly practice emergency management. The goal is to maintain basic public services for residents.

Infrastructure and shelters under special scrutiny

Local governments are responsible for many key public services. These include local roads, schools, kindergartens, care homes, and water systems. Municipalities also manage elements of the energy and transport infrastructure. These facilities could become potential targets during a conflict. That is why state authorities expect municipalities to have detailed protection and action plans.

Shelters are an important element of the security system. There are about 600 public shelters in Norway, providing space for around 300,000 people. There are many more private shelters, with their number exceeding 18,000. In many cases, however, they are not ready for use within the required 72 hours. Some building owners are not even aware that such rooms exist in their properties.
Authorities also emphasize the role of residents themselves in the security system. The recommendation is to prepare supplies that will allow people to survive for at least a week without state assistance. These should include, among others, water, long-lasting food, cash, and medicines. Such preparation is intended to allow emergency services to focus on those most in need of support in the initial phase of a crisis.
