The Government Presented a Plan for Norway. Migration, Economy, and Security Set for Change

The Norwegian government has presented a new strategic document called the "Plan for Norway." Prime Minister Jonas Gahr Støre announced that the current government agenda will be replaced by a plan updated annually. The document is intended to outline directions for reforms and areas for further development of the country.
The new plan is 13 pages long and divided into five main sections. These cover the security of the economy, labor market and business, children and youth, health, and the state.

The government assumes that achieving the goals will depend on the economic situation and available financial leeway. The document will be updated annually in response to changes in Norway and around the world.

Economy, Housing, and Artificial Intelligence

In the section on the economy, the government announced an increase in employment by 150,000 people by 2030. The goal is to reach an employment rate of 82%.

The government also plans to enable the construction of 130,000 new homes by 2030. By 2026, 80% of public institutions are to use artificial intelligence in their operations.

Labor Market, Taxes, and Climate

In the area of the labor market and entrepreneurship, the government announces the establishment of a commission for economic transformation. There will be an analysis of Norway's competitiveness in the context of declining activity in the oil and gas sector.

A new tax commission is also to be established in 2026. In the same year, the government plans to present a strategy for achieving the Paris climate goal for 2035.

Children, Health, and State Security

A significant part of the plan is devoted to children and youth, including work on introducing a minimum age of 15 for social media use. In 2026, changes to criminal law regarding juvenile crime have also been announced.

In the area of health, the government plans investments in five new hospital construction projects and strengthening the role of family doctors. At the same time, further strengthening of defense, increased military spending, and continued support for Ukraine under the Nansen program are planned.

Tightening Migration Policy

The plan also includes changes in migration policy. In 2026, the government wants to tighten family reunification rules and streamline procedures for expelling foreigners who commit crimes.

A review of deportation regulations and strengthened border controls have been announced. The government also declares greater Norwegian involvement in European migration cooperation.
