Norway increased its import and export of agricultural goods in 2025. The value of imports reached NOK 125.5 billion. Exports amounted to NOK 20.3 billion.
According to the latest report from the Norwegian Agriculture Agency (Landbruksdirektoratet), the import of agricultural goods increased by 6.1 percent in value and by 4.9 percent in volume. Agricultural imports accounted for 11 percent of Norway's total imports. At the same time, exports were 5.7 percent higher than in 2024. International food prices, the NOK exchange rate, and domestic harvests all influenced trade.

Rising imports and changes in the grain market

Imports of meat and meat products increased by 45 percent, due to shortages in the domestic market. Imports of fruit, vegetables, and flowers also rose. Cheese imports increased by 2 percent in volume. The value of cheese imports was 9 percent higher.

International prices of key agricultural commodities rose. Global food prices in 2025 were about 3 percent higher than the previous year. Global grain production will reach a record level in the 2025-2026 season. Production is growing faster than demand, and stocks are increasing for the first time in several years. In Norway, total grain imports fell by 8 percent, mainly due to good domestic harvests in 2024 and 2025.
The increase also included flower imports.

More meat and milk, price drops in the second half of the year

Global meat production increased by 1.4 percent, with the largest growth in poultry. International trade in meat continued to rise. Global milk production reached 977 million tons. About 9 percent of milk is exported to foreign markets.

Milk and dairy product prices were high in 2025, but fell in the second half of the year. The price of butter dropped by almost half. At the end of the year, cheese and milk powder prices also fell. The difference between Norwegian and European milk prices was the smallest in many years. The largest share of agricultural imports to Norway came from EU countries.

The Netherlands was the largest partner in terms of value. About a quarter of imports came from developing countries. The value of imports from countries with zero customs duties increased by 22 percent.
