Poland and Norway Join Forces. New Systems Will Change the Balance of Power in the Region

The Norwegian conglomerate Kongsberg announces investments in the Pomerania region. The project is part of a broader plan to build a modern defense industry and strengthen security in the Baltic Sea area, where Poland is set to play a central role.
Kongsberg has announced the start of industrial cooperation with Poland in two main areas. The first concerns the production of MCT-30 unmanned turrets and counter-unmanned aerial vehicle systems. The second involves launching a production line for Ukrainian Seawolf unmanned surface vehicles.

Initial plans foresee investments of PLN 250 million, which could increase to PLN 1 billion in subsequent stages. The new facilities are to be built in Słupsk and Wejherowo counties, including in Rumia.

Cooperation with the Polish Defense Sector

The choice of cooperation areas results from a recently signed agreement between Kongsberg and Advanced Protection Systems from Gdynia. The growing demand for anti-drone systems favors the integration of these solutions with weapon modules in international projects. Poland and Norway plan joint equipment purchases, also for other European countries, which aligns with the objectives of the SAFE instrument.

The production of maritime systems will enable closer cooperation with the Ukrainian industry and its integration into EU structures. These actions aim to strengthen Europe’s defense potential and ability to respond to new threats.

Green Industrial District

The investments are part of the development of the "Kaszubia" Green Industrial District, which includes military technologies and modern energy solutions. It envisions the creation of integrated transport and energy infrastructure, developed with the active participation of local governments.

The project was designed by Ministry of Defense advisor Maciej Samsonowicz, and Kaszubia is to be the first of four planned districts. The concept is also linked to the "Poland Security Pact – Central Pomerania." The document provides for investments in infrastructure adapted for military mobility and the protection of critical infrastructure, including anti-drone systems.

Baltic Regional Cooperation

The actions of Poland and Norway are part of initiatives to strengthen security in the Baltic Sea. Norway will join the declaration on regional protection, signed in June by NATO countries bordering the Baltic.

Work will also begin on the Baltic Doctrine, aimed at creating an economic macroregion based on resilient infrastructure and defense cooperation. It is intended to support economic development, improve logistics, and increase the defense capabilities of the region's countries. Poland, as the initiator of the June declaration, is thus strengthening its position within European and transatlantic structures.
New investments and initiatives are creating space for deepening industrial and military cooperation among the region's countries. Thanks to these efforts, Pomerania can develop technologies of strategic importance while building its own potential within the Baltic Sea security system.
