The Norwegian government is currently not planning to introduce a customs duty on small parcels, similar to the one announced by the European Union. The Ministry of Finance states that the situation is being continuously monitored. Any potential changes would be considered as part of the standard budget process.
The EU has announced the introduction of a €3 customs duty. The fee will apply to small parcels valued up to €150.

The aim of this measure is to limit the influx of cheap goods from China. The regulation covers, among others, sales conducted through platforms such as Temu and Shein.

Transitional solution until 2028

The new EU regulations are temporary. They are to remain in force until a comprehensive customs reform is implemented.

The new regulations are planned for 2028. Until then, the mechanism is intended to safeguard the market and allow for better control over the import of small parcels.

Norwegian rules and the VOEC system

Norway is not part of the EU customs union. The VOEC system applies here, which covers goods ordered from abroad valued below NOK 3,000. In such cases, VAT is charged.

However, goods covered by the system are exempt from customs duties, which, according to the Ministry of Finance, is a condition for the smooth functioning of this solution.

Next steps depend on the budget process

There are calls for changes to Norwegian regulations in the public debate. Social organizations point out the possible consequences of not introducing new regulations.

Government representatives emphasize that any modification requires prior analysis. Decisions on this matter may be made as part of future work on the state budget.
