Tension Surrounding Youth in Norway's Capital. Grenades and 'Violence for Hire' in Oslo

The number of reports involving suspects aged 10-17 dropped by 5 percent in Oslo in 2025. Nevertheless, police point to several very serious incidents that have affected the perception of safety in the city.
According to the annual statistics from the Oslo police district, 3,107 reports involving juvenile suspects were recorded in 2025. The decrease mainly concerns violent crimes.
Less Serious Violence
The biggest impact on the decrease was a 15 percent reduction in the category of violent crimes. There was a clear drop in reports concerning bodily harm and serious bodily harm. The largest decrease was recorded in the 10–14 age group. In this category, the number of reports was 24 percent lower than the previous year.
The number of juvenile victims of robberies also decreased. In 2024, there were 148 such cases. In 2025, this number dropped to 70. According to the police, this means fewer incidents that could have long-term effects on children and youth.

Serious Incidents and New Recruitment Methods
Despite the overall decline in statistics, several serious incidents were recorded. Police point to cases of violence treated as a "service." Young people were recruited through encrypted apps. In 2025, for example, a grenade explosion occurred on Pilestredet in Oslo.
