"Norgespris" now available. A new way to pay electricity bills in Norway

Orders for "Norgespris" are now available. The solution will take effect from October 1, 2025, and applies to households and holiday homes. Applications are accepted via Elhub.

"Norgespris" is a voluntary, state-run electricity billing option that can be activated by placing an order on Elhub before the solution launches. Orders have been opened in advance (September 24) to allow billing to start from the first day the tariff takes effect (October 1).

This mechanism is an alternative to the current model based on variable market prices, offering a uniform annual billing rate. The government announcement about the system's readiness refers to the beginning of October and indicates the technical availability of orders.

What you need to know about Norgespris

Norgespris is a fixed price of 40 øre per kilowatt-hour, which does not include VAT, grid fees, other charges, or supplier markups. It is estimated that the final price for an average household will be about NOK 1.40 per kWh when all additional components are included.

While Norgespris only freezes the energy price, all other fees still apply – such as nettleie (grid fee), electricity tax, Enova fee, and VAT. For example, the average nettleie is about 54 øre/kWh (for annual consumption of about 20,000 kWh), electricity tax is 9.79 øre/kWh from January–March, 16.93 øre/kWh from April–September, and 12.53 øre/kWh from October–December, plus the Enova fee is 1 øre/kWh. The VAT rate is 25 percent, which significantly increases the total cost of energy.

The implementation process provides for digital handling and a standardized procedure that does not affect the continuity of energy supply to consumption points. Customers can place an order in advance so that activation occurs on October 1, 2025. The solution is intended as a government response to the need for cost predictability in the face of fluctuating energy prices, offering an alternative billing method.
