Norway and Ukraine are strengthening industrial cooperation. The countries have agreed on joint drone production. The agreement was signed during Volodymyr Zelensky's visit to Oslo.

The President of Ukraine arrived in Norway on April 14, 2026. He met with Prime Minister Jonas Gahr Støre. The politicians signed a protocol on industrial cooperation. The document covers drone production and the development of defense technologies. This is Zelensky's fourth visit to Norway since the start of the war.

Joint Production and Technology Transfer

Norway has declared support for drone production in Ukraine. Ukraine has committed to sharing knowledge, data, and experience. The cooperation covers both the industrial and military sectors. Both sides are expected to benefit from the agreement.

Norway will produce drones under license from a Ukrainian company. This information was confirmed by Defense Minister Tore O. Sandvik. He emphasized that Ukraine has the most experience in drone defense. The technologies have also been offered to other regions, including the Middle East. Now, they will also be introduced to Norwegian industry.

Broader Context of Military Cooperation

The agreement is part of broader international cooperation. On the same day, Zelensky met in Berlin with Chancellor Friedrich Merz. Germany announced further support for the Ukrainian drone industry. Plans include establishing new companies for joint production. The cooperation also covers air defense systems.

Norway is already cooperating with Ukraine and Germany in this area. Defense against Russian missile attacks plays a key role. Ukraine shares the experience gained during the war. Norway uses it to develop its own defense capabilities. Meanwhile, pressure remains due to intense attacks on Ukrainian cities.
During the visit, the issue of arms supplies was also raised. Zelensky expressed concerns about possible reductions in U.S. support and delays in missile deliveries. The PURL program, which finances arms purchases, remains crucial for Ukraine, and Norway was its largest contributor in 2025, providing, among other things, NOK 1.3 billion in the latest package.

At the same time, modernization of the F-16 aircraft transferred to Ukraine is ongoing. The planes have been in factories in Belgium for about a year, some in non-operational condition. The availability of weapons is also affected by the situation in the Middle East, where U.S. involvement influences delivery priorities.
