Norway is facing a cyberattack on public services. Is it the result of the agreement signed with Ukraine?

Prime Minister Jonas Gahr Støre and President Volodymyr Zelenskyy signed the declaration on 23 August at the Mariinskyi Palace. Støre stressed that both countries can benefit from each other's experience. Norway and Ukraine already cooperate in the field of defence. Ukrainian drones are also manufactured in Norway.

The agreement covers defence, energy and resilience. Støre noted that Ukraine's experience may also be useful for Norway. Cooperation is intended to work both ways. Norway is to provide Ukraine with its own expertise.<br /><br />Defence remains one of the key areas. Both countries are already engaged in close cooperation in this field. This also includes the production of Ukrainian drones in Norway. Support for Ukraine also includes the Nansen programme.

The pro-Russian group Server Killers announced actions against Norway. It cited cooperation with Ukraine, including matters related to defence and drones, as the reason. The group's statements mentioned the Norwegian Digitalisation Agency (Digdir). However, there is no confirmation that Server Killers are responsible for the ongoing cyberattack.<br /><br />According to the information provided, the incident involving Digdir has been ongoing for a third day. It may be linked to threats made by Server Killers, but this has not been officially confirmed. There are also no grounds to conclude that the public services in question were affected as a result of this group's actions. The situation is being monitored by the Norwegian Police Security Service (PST).

Server Killers have previously claimed responsibility for actions in other countries as well. Reports mentioned Spain, Poland and Israel. In Norway's case, the link between the group's threats and the ongoing attack remains unconfirmed.
