Norgespris was supposed to encourage wasting electricity. The first study shows otherwise

Norgespris has been in effect since 1 October 2025. Those who choose this system pay a fixed rate of <strong>40 øre per kWh excluding VAT<\/strong> for the energy itself, or 50 øre in regions where electricity is subject to 25% VAT.

From the outset, one of the main arguments against this solution was the concern that with a fixed price, people would stop saving electricity and reducing consumption during the hours when the grid is under the greatest strain.

However, the first data paint a different picture.

Researchers at the NORCE institute analysed Elhub data concerning around <strong>2.6 million households<\/strong>. The analysis covered four years and all five Norwegian price zones.

The researchers also examined the first four months after Norgespris was launched.

They found no clear signs that households using the fixed price had begun consuming significantly more energy at times that had previously been considered expensive.

They continued to reduce consumption between 12:00 and 19:00. This happened despite the fact that, under Norgespris, changes in the spot price during the day no longer have as much of an impact on the cost of the energy itself.

Khem R. Gautam of NORCE, who led the study, believes that concerns about a sharp increase in consumption during the hours worst for the grid were exaggerated.

That does not mean that Norgespris has no impact on how energy is used.

NRK analysed Elhub data through June 2026. It shows that <strong>total electricity consumption in southern Norway increased by more than 8%<\/strong> after Norgespris was introduced.

This does not contradict the NORCE study. The researchers primarily examined whether households had changed the hours when they used energy. NRK's data, on the other hand, concern the total amount of electricity consumed.

The first four months of the programme were also too short a period to determine whether there has been a lasting change in behaviour.

Analysts point out that the effect may be more visible during freezing weather, when demand for heating rises sharply. Over time, the fixed price may also reduce the profitability of investments in building insulation or photovoltaic systems.

With Norgespris, it is easy to confuse the energy price with the total cost of electricity.

<strong>50 øre per kWh is not the final price on the bill.<\/strong> Norgespris sets only the price of the energy itself. You still have to pay the grid fee (nettleie), taxes and charges, as well as the supplier's markup under your contract.

In 2026, the standard <span class="highlight id_21600">electricity tax<\/span> (elavgift) is <strong>7.13 øre per kWh<\/strong>. In addition, there is, among other things, the Enova fee and VAT where it applies.

Therefore, even with Norgespris, it is worth checking your regular agreement with your supplier. The state-set fixed price does not eliminate its margin or monthly charges.

People who do not choose Norgespris remain in the regular electricity subsidy system (strømstøtte).

From 2026, the state covers <strong>90% of the price exceeding 77 øre per kWh excluding VAT<\/strong>, with calculations made for each hour.

Under Norgespris, the rule is different. The energy price is 40 øre excluding VAT regardless of the spot price. If energy costs more on the market, the state covers the difference. If it is cheaper than Norgespris, the customer pays the difference up to the fixed rate.

Therefore, there is no single answer that is right for all of Norway. In regions where market-priced energy is expensive, Norgespris may offer substantial savings. Where spot prices remain very low for an extended period, the opposite may be true.

It is best to compare your own data rather than the national average.

<ol> <li>Log in to <strong>Elhub<\/strong> using electronic ID and check your own consumption history.<\/li> <li>Compare how much the same electricity would have cost under Norgespris.<\/li> <li>Check your agreement with the supplier, especially its markup and monthly charges.<\/li> <li>Remember the limit. Norgespris covers up to <strong>5,000 kWh per month per metering point in a home<\/strong>. For holiday homes, the limit is 1,000 kWh.<\/li> <li>Take the programme commitment period into account. After ordering, you have <strong>14 days to cancel<\/strong>. After that, the metering point remains on Norgespris until <strong>31 December 2026<\/strong>.<\/li> <\/ol>

Importantly, Norgespris is assigned to the metering point, not to a specific person. Therefore, if an apartment is sold or a tenant changes, it remains active until the end of its validity period.

From 1 January 2027, the price will be set again. Those who wish to continue using Norgespris will have to choose it again. The system itself has been approved until the end of 2029.

The first months show that Norgespris has not led to a sudden abandonment of previous habits. The coming winter will reveal much more, especially when temperatures fall and demand for heating rises significantly.
