Rygge Airport, located near Fredrikstad, will receive significant financial support from the United States. The funds come from the US defense budget, including allocations from Donald Trump's presidency. The project does not include the return of civilian flights. Investments are focused on military functions. The scale of some activities is not fully known.

From Civilian Flights to Military Base: How Rygge Will Change

Rygge is changing its role. The airport is no longer associated with low-cost flights and tourist traffic. Instead, military infrastructure of international significance is being developed. Plans include the construction of bunkers for combat aircraft, as well as ammunition warehouses and facilities for soldiers.

Work is set to begin as early as May. Information about tenders has been published on the Sam.gov platform. The construction of ammunition warehouses may cost between $25 and $100 million. Preparing the site for a base for 576 people is estimated at $5-10 million. Fencing and monitoring systems are also planned. Some investments have not been described in detail.

Agreement with the US and Limited Oversight

The basis for these activities is the 2021 agreement between Norway and the US. The document grants US forces broad access to selected bases, including Rygge. The facility is to be used for training, logistics, and equipment storage. According to Norwegian policy, the storage of nuclear weapons is not planned during peacetime. This principle remains in force.

At the same time, the agreement limits the ability to conduct inspections. Norway cannot inspect American aircraft, vehicles, or units without US consent. This means limited insight into some activities conducted at the base. The provisions raise questions about the scope of oversight. The discussion also concerns Norway's influence over operations conducted on its territory.
Rygge has functioned as a military base since the 1950s, when it was established with NATO support. The current investments are in line with its history but are on a larger scale. Local companies can participate in projects mainly as subcontractors. The tender procedures are extensive and favor large international entities. One company from the region is already working in cooperation with a foreign partner. Further tender processes are planned.
