Shopping in Sweden from Norway. What is worth buying and what are the limits?

Information current as of 20 September 2026. This guide concerns private purchases personally brought into Norway. Promotional prices and fuel data have their dates indicated separately.

From 1 April 2026, Swedish VAT on food is 6 instead of 12 per cent. The reduced rate applies until the end of 2027. According to a summary published by the Swedish government, food prices fell by 5.5 per cent between March and April, and the lower level was maintained during the following months covered by the analysis. The tax change itself, with the net price unchanged, means a gross-price reduction of about 5.4 per cent. A product costing SEK 112 should in that case cost SEK 106. This is not an automatic discount of more than ten per cent on all purchases. For someone arriving from Norway, comparing specific products is what matters. A promotion in Sweden may be attractive, but before travelling it is worth comparing it with the price at the shop where you usually buy groceries. Sample promotions in September. For these offers, the shop states a period from 14 September to 11 October 2026. Check the current offer and its terms before travelling. These are prices from a specific shop, not an average for Sweden or the result of a comparison of identical products on both sides of the border.

For meat, check whether you are comparing the same cut, fresh or frozen products, and similar fat content. A kilogram of marinated meat is not the same purchase as a kilogram of meat without additives. For coffee, cheese and drinks, look for the term jämförpris on the label, meaning the comparison price, usually per kilogram or litre. For detergents, the cost per wash is useful, and for dishwasher tablets, the price per item. The rules for displaying such prices are described by Konsumentverket. Also pay attention to notes. Medlemspris means a price for programme members, while max 2 köp per hushåll means a limit of two promotional purchases per household. With multi-buy promotions, check the price of a single package if you do not need the entire set. It is best to put products you actually use at home on your list. Buying a large stock only pays off if you do not later have to throw some food away.

Start choosing a shop by looking at the route from your own home. A few cheaper products may not compensate for an additional detour. In Töcksfors, the difference between the complexes matters when comparing leaflets. The Shoppingcenter includes Maximat, while the Handelspark has Eurocash and ICA Supermarket. An offer at one shop does not automatically apply at the other. Systembolaget may be closed even though the supermarket is still open. In Charlottenberg, Systembolaget's usual Saturday opening hours are 9 a.m.–3 p.m., and the shop is closed on Sundays. Therefore, on a Saturday trip, do not leave alcohol purchases until the end of the day. In Töcksfors, ICA Supermarket operates as a Systembolaget ombud, meaning a collection point for alcohol ordered in advance. It is not an ordinary Systembolaget shop where you can walk in and immediately choose wine from a shelf. You must take ordering, delivery and collection rules into account. For autumn trips, remember one more date: on Saturday, 31 October 2026, Swedish All Saints' Day, Systembolaget shops will be closed. The date is confirmed by the chain's calendar. At Systembolaget, buyers must be at least 20 years old, including when buying wine.

When the terminal offers payment in SEK or NOK, choose SEK, the local currency. This is also recommended by DNB. If you choose NOK, conversion is carried out by the merchant or payment operator at its own exchange rate. If you choose SEK, settlement takes place according to the terms of your card. Your bank's foreign-currency conversion fee may still apply. When comparing prices, therefore, use the cost resulting from your card's terms, not only the rate displayed in a search engine. You will not automatically recover the Swedish deposit in Norway. For drinks, the note +pant means that a deposit for the can or bottle must be added to the price. Do not assume every can carries a SEK 1 deposit. The Swedish system is transitioning to higher rates, and packages with different markings may be in circulation. According to Returpack/Pantamera, the amount marked on the package is decisive. For 24 cans marked with a SEK 2 deposit, SEK 48 is added to the bill. Infinitum states that Norwegian machines accept many Swedish cans for recycling, but do not pay out their deposit. If you intend to recover the Swedish pant, plan to return the packaging in Sweden. If you will not be taking it back, treat the deposit as part of the purchase cost.

In a DrivstoffAppen comparison published by VG on 6 September 2026, the median prices reported during the previous 48 hours were as follows: These are data from 6 September, not current station prices on the day you travel. They show the scale of the difference at that time but do not guarantee the same savings at every station. Compare prices for the same fuel, preferably from the same day. The amounts in the table are already in NOK. Prices shown on a Swedish station sign must still be converted. You may bring fuel into Norway in the vehicle's ordinary tank and up to 10 litres in an approved spare can per vehicle. This is not an additional 10 litres for each passenger. The rules are provided by Tolletaten.

Assume that products on our list cost NOK 2,600 in Norway and NOK 1,900 after being bought in Sweden and converted into NOK. The difference is NOK 700. For a 200 km round trip, fuel consumption of 7 litres per 100 km and an assumed fuel price of NOK 20/litre, the journey itself costs NOK 280. Let us add NOK 80 in tolls and parking. This is a calculation example, not a price test of specific shops. It assumes purchases fall within customs exemptions. It does not include vehicle wear or the value of time. It does not separately add the benefit of filling up for later, ordinary journeys. With travel costs of NOK 360 and purchases 20 per cent cheaper, the trip only starts covering its costs with a basket that would cost NOK 1,800 in Norway. Enter your actual costs in your own calculation: petrol or charging, tolls, parking and possibly a ferry. If you are travelling to Sweden for another reason anyway, calculate the cost of the additional detour for shopping. Do not add the former Svinesund bridge toll. Its collection ended on 15 March 2021, as confirmed by Statens vegvesen. Check any remaining charges on your route separately.

According to Tolletaten, the value limit for purchases exempt from charges, known as verdigrensa, depends on the length of time spent outside Norway. The total value of purchases counts, not a separate limit for each shop. Alcohol and tobacco have separate limits and are not included in this total. You cannot divide one expensive item between several passengers. A television costing NOK 4,000 bought on a day trip does not become two purchases of NOK 2,000. When a single item exceeds the limit, charges are calculated on its entire value. With several separate products, you can choose which ones are covered by the exemption. The customs authority's exchange rate applies to the limit. For the period 17 to 30 September 2026, Tolletaten states NOK 96.88 per SEK 100. At that rate, purchases worth SEK 3,100 have a value of NOK 3,003.28, and therefore exceed the day-trip limit. This is an exchange rate for customs purposes, not a promise that your card will be settled at the same rate. Before travelling, check the Tolletaten table and do not plan purchases exactly at the limit without checking the conversion.

When importing from Sweden, the exemption covers a combined total of up to 10 kg of meat, meat products, cheese and animal feed per eligible person. Dog and cat food is not included in this weight limit. The rules are described by Tolletaten. You can therefore bring 7 kg of meat and 3 kg of cheese. With 10 kg of meat and an additional 2 kg of cheese, the limit is exceeded. At the same time, you must remain within the value limit for purchases. A child under 12 does not give the family an additional 10 kg of meat and cheese. In the case of food, the child's exemption covers only mineral water, chocolate and confectionery. This is not a restriction on all things a child may bring. Two adults with an eight-year-old therefore have a total of 20 kg under the adult limits, not 30 kg. The 10 kg limit does not cover all food. Coffee or sweets do not use this allowance, but their value counts towards the monetary limit. Dog or cat food is likewise not excluded from the value limit merely because it does not count towards the 10 kg limit.

Mattilsynet allows travellers to bring in their luggage up to 10 kg of fresh fruit, berries and vegetables, except potatoes, under simplified rules. Raw potatoes are subject to separate phytosanitary requirements. An ordinary bag from a Swedish supermarket does not qualify for this facilitation. On a typical shopping trip, the simplest option is to buy them in Norway. Leave meat and dairy products in their original packaging. Buy chilled goods last, and prepare an insulated bag or car cooler for the journey.

Sample duty-free combinations according to Tolletaten: Check other combinations in Kvoteappen. Do not count the allowance by multipacks. A pack of 24 cans of 0.5 litres contains 12 litres, not 5. Beer, wine and tobacco may be brought in from the age of 18, while alcohol above 22 per cent may be brought in from the age of 20. The tobacco limit is 100 cigarettes or 125 g of other tobacco, for example tobacco-containing snus. An unused tobacco allowance cannot be exchanged for additional alcohol. For stays shorter than a day, the alcohol and tobacco allowance may be used once every 24 hours if payment of taxes in an EEA country is documented. Keep your receipt. Duty-free purchases on a ferry do not meet this requirement. Tobacco-free nicotine pouches, referred to as nicotine snus, are subject to an import ban. Do not count them under the allowance for ordinary snus. Check the ingredients, not only the name and appearance of the package.

The limits describe exemption from charges. If you bring more permitted goods, you need to determine the charges and how to declare them. Not every product can be cleared in the same way. Kvoteappen allows you to pay for additional alcohol, tobacco and selected other goods within the scope handled by the app. You cannot clear food in it, including meat, vegetables, coffee, tea and non-alcoholic drinks. These goods still count towards the relevant limits. If they require declaration, you must contact customs officers in the red channel. When paying in the app immediately before crossing, the confirmation becomes active after one minute and is valid for two hours. You can also schedule clearance for a later time. During an inspection, you must show the active confirmation in the app, not merely the email. Paying for additional wine does not automatically clear excess meat. Nor does payment legalise a product subject to an import ban. Check the customs office on your route. When returning from the Nordby area, the main point is Svinesund on the E6, and from Töcksfors, Ørje on the E18. Both offices state that they provide 24-hour service for travellers crossing the border from Sweden. On other routes, check the list of crossings and service hours. It also includes Eda and Storlien, located on the Swedish side and carrying out specified Norwegian customs-clearance activities. An open road does not mean that you can handle a declaration at every crossing at any time.

Since 1 July 2026, higher rates for simplified fines have applied to illegal imports of, among other things, alcohol, tobacco, meat and fuel. Tolletaten gives a specific example: for undeclared 15 litres of wine above the limit, the fine rose from NOK 7,000 to NOK 9,900. The excess is confiscated. In the same notice, the authority calculates the cost of correctly declaring an additional 15 litres of wine in Kvoteappen at NOK 1,065. This is an example for a specified quantity of wine, not a universal penalty or clearance rate for all purchases. Check your own charges before crossing the border.

A Polish citizen should bring a valid national identity card or passport. A child needs their own document. A Norwegian driving licence does not replace a Polish citizen's travel document. The rules for EU citizens are described by the Swedish police and Your Europe. If you are taking a dog, do not treat a few-hour trip like a drive around the local area. On return, requirements include those concerning a microchip, pet passport and treatment against tapeworm. Mattilsynet states that the 28-day scheme must be used for a day trip to Sweden. It requires appropriately planned treatments and veterinary entries, as well as a treatment ending the scheme when you stop travelling. It cannot be replaced by a single tablet given immediately before returning. Before taking your dog, arrange the dates with a veterinarian. On a spontaneous shopping trip, without prepared documents and treatment, leaving it in care in Norway avoids a problem at the border.
