Norgespris to increase by 12.5%. How much more will you pay for electricity?
Do you use Norgespris, or are you considering a fixed electricity price? The government wants to increase the rate by 12.5% from January 2027. With consumption of 20,000 kWh, this would mean NOK 1,250 more per year including VAT. We explain what is set to change and what is worth keeping in mind.

Prime Minister Jonas Gahr Støre has announced an increase in Norgespris from 40 to 45 øre per kilowatt-hour excluding VAT. For now, this is only a proposal. The current rate applies until the end of 2026.
Norgespris – what is it exactly?
Norgespris is a voluntary government scheme that lets you pay a fixed price for every kilowatt-hour of electricity used. This makes it easier to predict your expenses, even when market energy prices fluctuate significantly. The current rate is 50 øre, or half a krone per kWh including VAT. After the proposed increase, it would be 56.25 øre. However, you still have a contract with an electricity supplier. In addition to the energy price, there are network charges, known as nettleie, and charges under your supplier agreement. A fixed electricity price does not mean a fixed bill. When you heat your home more during winter and use more energy, you pay more.
How much more will you pay?
With the proposed increase, every 1,000 kWh covered by Norgespris would cost an additional
NOK 62.50 including VAT.

Our own calculations, based on the same consumption and 25% VAT, with no changes to other charges. Households in Nordland, Troms and Finnmark do not pay VAT on energy. If this exemption remains in place, the increase in cost would be lower. The 12.5% increase applies to
the Norgespris rate, not the entire bill. The scheme currently covers up to 5,000 kWh per month for a house or apartment. Any excess is charged according to your supplier agreement.
Already have Norgespris? You will need to choose it again
The current period ends on 31 December 2026. If you want to use the scheme in 2027, you will need to order it again. As of 6 October, registration for the following year has not yet opened. Once it opens, check the final price and terms in the Elhub service. If you do not choose Norgespris again, you will still have electricity. Billing will be based on your supplier agreement, including the standard government support scheme, strømstøtte, if you meet its conditions. Do you rent your home? The scheme is ordered by the person registered as the customer with the grid operator for the relevant meter. If the landlord handles the electricity bill, agree with them whether they use Norgespris and how they include it in your charges.
Will Norgespris still be worthwhile?
It depends on prices in your region and when you use the most electricity. With Norgespris, you pay the fixed rate even when market electricity is cheaper. Before making a decision, check your own consumption in the Elhub Min side service. There, you can view a historical cost comparison. However, results from previous years do not guarantee savings in the future. Also check whether the calculator already includes the 2027 rate. It is also worth reviewing your supplier agreement. The subscription fee and the additional charge for each kWh still matter, even with Norgespris.
