Norgespris sets the price of electricity itself at 50 øre, or half a krone per kilowatt-hour including VAT, until the end of 2026. However, network and electricity supplier charges are still added to the bill. This option protects against rising energy prices, but when market electricity prices fall, you may pay more than without it.

The scheme is voluntary and covers electricity used in apartments, houses and holiday cabins. You do not need to change suppliers. Norgespris is ordered separately and settled by the network operator, i.e. the company responsible for delivering electricity to the building.

What 50 øre means on your bill

A kilowatt-hour, abbreviated as kWh, is the unit of electricity consumption shown on your bill. If you use 1,000 kWh, the electricity itself will cost NOK 500 with Norgespris. For 2,000 kWh, it will be NOK 1,000.

This example applies to a contract where the energy price changes in line with the exchange price, i.e. a spot contract. The stated amounts must be supplemented by the network charge (nettleie), other taxes and fees, as well as the supplier's margin and any subscription fee. This is why a bill for 1,000 kWh will be higher than NOK 500.

In Nordland, Troms and Finnmark, households are exempt from VAT on electricity. There, the Norgespris rate is 40 øre per kWh, and 1,000 kWh of electricity itself costs NOK 400.

According to the NVE energy regulator, the scheme covers up to 5,000 kWh per month per meter in a house or apartment and up to 1,000 kWh in a holiday cabin. Consumption above the limit is charged according to your contract with the supplier.

When you receive a credit and when you pay extra

Your supplier still issues the bill according to your contract. The network operator separately settles the difference between the exchange price in your price zone and the Norgespris rate.

This is easiest to show with two examples. All amounts below include VAT and apply to the electricity itself under a spot contract:

  • The exchange price is 80 øre per kWh. The operator deducts 30 øre, leaving 50 øre after settlement.
  • The exchange price falls to 20 øre per kWh. The operator adds 30 øre, so you still pay 50 øre.
Norgespris therefore fixes the price in both situations. It does not allow you to choose the lower of the two rates.

Look for the adjustment in the section of the bill labelled nettleie. If you receive two invoices, it will appear on the one from the network operator. The invoice from the electricity supplier still has to be paid.

What you get if you do not choose Norgespris

You can remain on the regular electricity support scheme, known as strømstøtte. Eligible households receive it automatically. You cannot use both schemes at the same time for the same meter.

In 2026, the support covers 90% of the portion of the exchange price exceeding 77 øre per kWh excluding VAT. It is not a refund of 90% of the entire bill. The support is calculated separately for each hour, up to a limit of 5,000 kWh per month. The rules are described by NVE.

When the exchange price is low, you pay the low price under your spot contract. When it rises, the support limits the increase. With Norgespris, the electricity price itself remains at the fixed level.

How much can you save? An example for five parts of Norway

For the calculations in this guide, we compared both options using prices from 1 November 2025 to 31 October 2026. We assumed two example households: one using 8,000 kWh per year and another using 20,000 kWh. We assumed higher consumption in winter and even electricity use throughout the day.

The comparison below shows the approximate difference in the annual cost of electricity itself. It is a simulation based on previous prices, not a forecast or a promised saving.

  • NO1 — Oslo — at annual consumption of 8,000 kWh: around NOK 3,800 less; at 20,000 kWh: around NOK 9,400 less.
  • NO2 — Stavanger, Kristiansand — at annual consumption of 8,000 kWh: around NOK 3,700 less; at 20,000 kWh: around NOK 9,300 less.
  • NO5 — Bergen — at annual consumption of 8,000 kWh: around NOK 3,800 less; at 20,000 kWh: around NOK 9,500 less.
  • NO3 — Trondheim — at annual consumption of 8,000 kWh: around NOK 2,900 less; at 20,000 kWh: around NOK 7,200 less.
  • NO4 — Bodø, Tromsø — at annual consumption of 8,000 kWh: around NOK 500 more; at 20,000 kWh: around NOK 1,100 more.
In the comparison, we applied the 2026 support rules to the entire period. Amounts include VAT where it is charged. The examples for Bodø and Tromsø exclude VAT; the exemption does not automatically cover the whole NO4 zone. Amounts were rounded to approximately NOK 100.

In this simulation, Norgespris was more favourable in the south, west, east and central parts of the country. In the northern example, it increased the cost because electricity was cheaper than its rate for much of the year.

Your result may differ. The timing of your consumption, heating, car charging and prices in your price zone all matter. Elhub lets you check how Norgespris would have affected previous bills for a specific meter. Such a comparison can help you assess the choice, but it does not predict future prices.

What to watch out for before choosing

Check the type of contract you have with your supplier. With a spot contract, the settlement brings the price of electricity itself down to the Norgespris rate, before additional charges. If you have a different contract, for example one with a fixed price (fastpris), the outcome may be different. This is because the adjustment is still calculated from the exchange price, not from the rate stated in your contract.

Also check in whose name the meter is registered. Norgespris is selected by the person registered with the network operator as the customer for that meter. A tenant with a contract in their own name can order the scheme themselves. If the contract is in the apartment owner's name, you need to agree it with them.

Norgespris is linked to the meter. After you move out, it remains at the old address until the end of the commitment period, and the next resident takes over that choice. In your new home, it is therefore worth checking whether the previous resident has already ordered the scheme.

How to order Norgespris for November and December

You can join during the year. In 2026, Norgespris takes effect from the day it is ordered and lasts until 31 December.

  1. Go to Elhub Min side and log in via ID-porten, for example using BankID.
  2. Open the “Norgespris” tab and select the meter at the correct address.
  3. Before deciding, you can select “Hva ville det kostet” to see a comparison based on your previous consumption.
  4. If you want to order the scheme, click “Bestill Norgespris”, enter your email address and read the terms and conditions.
  5. After confirming, check the order confirmation in Elhub.
If you cannot order the service online, contact your network operator. You will find its name on your bill in the nettleie section.

You have 14 days from ordering to cancel. You can do so in Elhub by selecting “Avbestill Norgespris”. People without digital access can use the form for the network operator. Cancelling within this period also cancels Norgespris for the days from the order date until withdrawal. After 14 days, the choice is binding until the end of 2026.

What about a holiday cabin and solar panels?

For a holiday cabin (hytta), you can choose Norgespris independently of the decision for your home. The regular strømstøtte support does not cover holiday cabins, so there is no equivalent choice between two schemes.

With solar panels, Norgespris covers electricity drawn from the grid. It does not set the price at which you sell surplus electricity you generate.

You must order the scheme again for 2027

The current choice ends on 31 December 2026 and is not renewed automatically. According to a government announcement of 29 October, orders for the following year will open on 5 January 2027.

The government proposes a new rate of 56.25 øre per kWh including VAT, or 45 øre excluding VAT. As of 31 October, this is a budget proposal. The final price will be set by the Storting when it adopts the budget.

If you want to use Norgespris from the start of the year, order it, according to the government's announcement, from 5 to 14 January 2027 inclusive. An order placed during this period will apply from 1 January.
